The paper addresses the social aspects of the European integration process and the troublesome development of the European Social Model. The main question addressed is whether there has been a convergence between national member states through the development of a common European Social Model. The analysis shows there has been convergence until 2004 - the year in which the new EU member states joined the EU. Convergence took mainly place through learning from each other policies rather than imposing a top-down policy from 'Brussels'. Forms of social dialogue has been developed at various level of the European Union. The development of the European Social Model, encompassing broader social aspects, has however been stagnated, especially after the enlargement of the EU and the consequent further increased national diversity within the EU. The overall conclusion is that the development of the European Social Model is hampered compared with the process of economic integration within the EU.

Europa zit in een moeizame fase van ontwikkeling. Nadat Nederland en Frankrijk in 2005 de Europese Grondwet hebben weggestemd, heeft nu de Ierse bevolking met een referendum ‘nee’ gezegd tegen het Verdrag van Lissabon, dat de Europese Grondwet moest vervangen. Binnenkort krijgen de Ieren opnieuw de kans zich in een referendum over de toekomst van de Europese besluitvorming uit te speken. Met het grote aantal lidstaten lijkt het Europese beleid steeds moeilijker te sturen. Met name sinds de uitbreiding van de EU met landen uit het voormalige Oostblok lijken de grenzen van Europese integratie in zicht.
