In theory and practice, a common trend is found, where both forms of participation support each other rather than substitute each other. Institutional context matters in this reconciliation of layers of employee representation and mechanisms of voice. With the reconciliation of several layers of voice actors other than the traditional ones may be involved in the development of voice.
