The State as employer has, since the elction of New Labour in 1997, been putting equality and diversity issues at or near the top of the public service agenda under the umbrella of its public service modernisation programme and accompanying its rhetoric with both legislation and voluntary measures. In spite of this, however, there are barriers to progress, some of which stem from the government's own policies and practices in other contexts. So, although progress on equality has beemn made, there are impediments which can be summarised as two steps forward, one step back.
