This article describes the progress of a research and development programme for primary school teachers across Europe. It focuses on the development of an in-service course for primary school teachers through which it is intended that partners in five countries can explore, share and implement effective strategies for the teaching of literacy in primary schools. A key aspect of the collaboration lies in the participation of teachers, schools, local authorities and higher education institutions, particularly the involvement of practising teachers in the research and development activities. The project also aims to provide a frame of reference to enable teacher trainers in Europe in the area of literacy to exchange information, methodologies and experiences in order to promote effective teaching of literacy
