Abstract

Governance arrangements for tourism are changing as a reflection of the shift from government to governance and the increasing role of agencies and public-private sector partnerships. Through interviews with key private sector tourism stakeholders, this paper investigates responses to a proposed public-private partnership (PPP) for tourism marketing in Jersey. Responses to the key issues that have driven the PPP proposal are examined and the various barriers to its implementation are evaluated. The paper concludes that although small island economies can apply an ‘off-the-peg’ governance model for tourism, the unusual characteristics associated with ‘islandness’ influence the desired funding and delivery mechanisms and affect opportunities for public-private sector collaboration.
