Abstract

Healthy housing is a primary objective of environmental health activities. In the nineteenth century, public health reformers recognised that poor living standards were an important agent in the causes of ill-health. This recognition initiated a series of legislative responses and activity designed to alleviate basic problems such as lack of sanitation, contaminated water supplies and gross overcrowding. Building on these foundations, current environmental health roles are based on the underpinning principles of health, risk assessment and sustainability. This chapter examines these aspects and also considers the main legal provisions enabling local authorities to control disrepair, unfitness and inadequate standards of management in private sector housing. Specifically, the chapter focuses on:

Health and housing.
The legal background to environmental health control in the private sector.
Housing conditions.
Enforcement powers.
Unfit dwellings.
Disrepair and nuisance.
Houses in multiple occupation.
