Abstract

Smart meters are widely seen as having a major role to play in managing our electricity supply systems more efficiently. However, there is litle understanding of what is 'smart' about these meters. In fact, the only justification for them is if they are used to allow time of day pricing so that the price of power varies unpredictably and follows the wholesale electricity price. This raises major social issues because the highest prices will be felt at times of peak demand. Vulnerable and low-income consumers, seeing high power prices will be tempted to reduce their demands at the times when they need power most for their well-being.
