Abstract

This report to the Low Pay Commission (LPC) provides an international review of the literature relating to minimum wages and the youth labour market. It covers literature on
12 countries – the USA, Australia, New Zealand, Canada, France, Belgium, Spain, the Netherlands, Portugal, Greece, Finland and the UK.
