Abstract

This evaluation, commissioned by the Leadership Excellence Team, Metropolitan Police Service (MPS), assesses the effectiveness of the 2023-24 Front-Line Leadership Programme (FLLP) by exploring participants’ experiences and gathering insights on programme content and delivery. Key areas of focus include identifying effective programme elements, understanding the benefits of the FLLP for participants, and exploring opportunities for improvement. The evaluation used multiple data sources, including:
• Voices: Analysis of feedback from 10 ‘Facilitated Conversations’ 1 and interviews with participants, trainers, and programme designers.
• Feedback: Review of delegate feedback from the 2023-24 delivery cycle.
• Numbers: Analysis of the October 2022 Staff Engagement Survey and the August 2024 Workforce Data Report. The insights gathered from these datasets inform the recommendations presented, which focus on enhancing the FLLP’s content and delivery to meet the evolving needs of MPS leaders. The research/evaluation team included: Professor Paul Miller (Principal Investigator), and co-investigators: Dr Kenisha Linton-Williams and Dr Leroi Henry. Project support was provided by Sebastian Francis, and overall support and ‘sense-checking’ were provided by Marc Molloy, Head of Leadership Excellence and Professor Alex Sutherland, Strategic Insight Unit, MPS.
