Abstract

This report provides an overview and an analysis of both the existing and proposed railway projects in Southeast Asia that are undertaken in conjunction with the One Belt One Road Initiative (BRI) (with the inclusion of Bangladesh and The Philippines). It was found that these railway projects whether it be high-speed rail or long haul - are principally awarded to Chinese state owned enterprises (SOEs), and subsequently funded in the form of loans by the Chinese central state banks. In understanding what projects are to be undertaken by SOEs in each respective Southeast Asian country, firstly railway contractors will be best positioned to identify when and why these projects are occurring. Thus secondly, have a holistic understanding of the Chinese activity, which in turn will benefit the tendering for these railway projects.
