Abstract

Service user involvement is seen as key to the development of health and social care systems across many OECD countries with service user involvement being the focus of much international and national health and social care legislation and policy. There are several terms used to refer to service user involvement which can cause confusion including terms such as public and patient involvement (PPI); patient involvement, engagement, and experience; shared decision making; patient participation; citizen participation and working with people and communities. All these terms comprise a focus on putting people who use health and social care services at the centre of care to involve them in how care is realised, to listen to their voices, understand their experiences of services, and empower them as active agents to make decisions which relate both to themselves and to the services they currently use or may use in the future. This chapter explores key concepts in service user involvement including participation, and empowerment before discussing how an understanding of power relations and the political nature of participation is needed when planning service user involvement initiatives.
