Abstract
A circular economy (CE) is gaining attention from tourism researchers and practitioners as a promising approach to minimising the negative impacts of tourism activities and maximising their beneficial role for destinations. Local authority at a destination could play a key role in facilitating and accelerating the transition to a CE, particularly in helping SMEs in this process. Drawing upon the experience of the EU Interreg 2Seas FACET project (Facilitating the Adoption of Circular Entrepreneurship in the Tourism and Leisure Sector), we propose a six-step strategic framework for local authorities or DMOs to assist SMEs in their transition to sustainability: 1. develop a local integrated vision and strategy; 2. support the creation of a conducive regulatory environment; 3. facilitate the creation of transition communities; 4. engage pro-actively & provide technical support; 5. enhance adoption through financing; 6. celebrate & demonstrate successes. The authors will present case examples from the FACET project on how these steps are being implemented.
