2012/13 has been a mixed year for nuclear power. On the positive side, three countries key to the future of nuclear power, China, USA and UK, have made progress: China resumed new construction starts in November 2012; first concrete was poured at the first two new nuclear power orders in the USA for 40 years; and in the UK, negotiations between the British government and Electricité de France on the terms of the contract to buy power from the proposed new reactors at Hinkley Point seemed to be near conclusion. However, there have been set-backs and fundamental problems with nuclear power, the high and rising construction cost, the difficulty of building to time and cost and the reluctance of financial institutions to provide capital for new projects remain major problems.
