Abstract

This case study deals mainly with the UK arrangements for RQA and the experiences and perceptions of a particiapant observer over nearly 20 years as an academic manager, a researcher, an assessor and an advisor. It presents a critical history of the struggle for control over the policy for informing the distribution of funds and the issues that have never been resolved in pursuit of the criteria set for the exercise, and the changing purposes it was deemed to fulfil.
