There are increasing doubts about the ability of the British electricity retail companies to meet their target of obtaining at least 10 per cent of their supplies from sustainable resources by 2010. This, and the unavoidable retirement by 2010 of the remaining Magnox nuclear stations (2.3GW) will mean that Britain is likely to fall from being the star 'pupil' in meeting its Kyoto protocol commitments to at best scraping a pass. However, this pessimistic forecast seems hard to reconcile with plans announced by developers for 31GW of new generating capacity, including 21GW of renewables, all of which could be on-line by 2010.
However, few of these projects have planning permission and unless a significant proportion of the plants awaiting planning permission are proceeded with soon, Britain's ability to reduce its greenhouse gas emissions in the next decade is indeed in doubt and the fears about generation adequacy do not seem so alarmist.
