Abstract

In China, crewing agencies, shipping companies, MET institutions and local labour bureaux are the main actors in the recruitment of seafarers. Other institutions, such as the government ministries, crewing agencies’ associations and seafarers’ trade unions, also play important parts in the process. This paper examines the roles and relationships of these actors in the recruitment process paying particular attention to the level of regulation and control of crewing agencies’ practices in the country. Information has been drawn on several research projects conducted by the author in the last few years and in particular on a study which scrutinises the structural changes of the labour market for Chinese seafarers and the major employment and welfare issues involved for seafarers employed on foreign ships (2004-2006). Observations and references have also been made to the recent dynamic changes in policy and legislation at both national and international levels with some preliminary analysis on its implications to seafarers’ recruitment in future.
