Abstract

Purpose: The Beijing Olympics Organizing Committee (BOCOG) had outsourced all their logistics operations to UPS, a world-leading Third Party Logistics (3PL). Purpose of this research is to review the process of selection of Third Party Logistics. On the basis of evidence, UPS, DHL, FedEx and TNT share about 80% of the logistics market in China. Provided these four were the candidates of Beijing Olympics logistics sponsors, we review their performance by 2004 and rank their priority.

Research approach: The research adopts Grey Relational Analysis (GRA) to assess the overall performance based on proposed criteria. GRA is part of the Grey Theory, founded by Deng (1982). It has been widely used in many researches such as network design, performance evaluation, and very recently supplier selection.

Findings and Originality: The GRA turns out to be a useful tool in assessing and selecting 3PL. The new added weighting matrix (P) provides more flexibility when analyzing different scenarios.

Research impact: A new model is developed to assess the 3PL performance, which could be used in other area. The method is expected to be integrated successfully with other methods such as fuzzy logic.

Practical impact: We are hoping this research can help practitioners in selecting a logistics provider.
