Abstract
This paper presents the development and testing of WUISHOW, a digital collaborative graphic evacuation decision-making tool designed to support wildland-urban interface (WUI) fire stakeholders in emergency planning and response. The tool is a Graphical User Interface based on the WUI-NITY wildfire evacuation simulation platform and has been developed with a dual purpose: (1) to assess end-user needs and (2) to visualise wildfire evacuation simulation results through procedural generation. WUISHOW is implemented using a virtual-reality game engine and serves as an interface for collaborative decision-making, enabling multiple interaction modalities and hardware deployments. The WUISHOW includes both a desktop version and a multi-touch table version, and presents interactive wildfire evacuation modelling. User testing was performed through semi-structured interviews with stakeholders and potential end-users in Australia, New Zealand, North America, and Europe, followed by an online survey to quantify the interview findings. Most but not all interviewees found simulation and visualisation tools such as WUISHOW to be useful, but identified significant barriers to adoption, such as trust in and access to accurate and valid input data. End-users saw value in the WUISHOW particularly for preparedness, training, community engagement, and inter-agency communication, but questioned whether it would be suitable for fast-paced, real-time emergency operations.
