Abstract

The rule of law is the best business environment. Creating a stable, fair, transparent and predictable environment for business under the rule of law is an important indicator for optimizing and enhancing the business environment in Guangdong, Hong Kong, and Macao Great Bay Area. Based on the Outline of the Development Plan for Guangdong, Hong Kong, and Macao Great Bay Area, the World Bank's Business Environment Indicators, and the Regulations on the Optimization of the Business Environment, in this book, we will focus on the legal environment of the Great Bay Area in terms of infrastructure construction, industrial development environment, talent policy, government-to-market relations, smart governance, information disclosure and transparency, credit system construction, intellectual property protection, fair and efficient dispute resolution mechanism, legal services and other issues. We will explore how to achieve the rule connection, how to construct the rule of law for business environment and its supporting system in the Great Bay Area. Furthermore, we will establish the evaluation index of the rule of law for business environment in the Great Bay Area, and design and explore the structural elements of the rule of law for business environment in the Free Trade Zone.
