Abstract
This article brings together the ideas about the Royal Navy as the personal fiefdom of the King and how the need for conistsaint finance in the aftermath of the Dutch Raid on the Medway in 1667 drove changes in the system of taxation, many of which were already under discussion , which however fundamentally challenged the ideas of Kingship which the Stuarts held.
