Abstract

The critical comment challenges the attempts by some local authorities to use their licensing powers in effect to censor musical expression. Whilst the author recognises the need for adequate policing and security measures, the argument is made that the attempts to use such powers to control artistic expression is a misuse of authority and a violation of reasonable freedom of expression.
