Abstract

In many countries, there have been over 15 years of public sector reforms but there is a growing awareness, triggered by the Millennium Development Goals (MDGs), that liberalisation and privatisation of the public sector are threatening its existence.

Public sector workers have been perceived as part of the “problem” of the public sector and so measures have been introduced to either reduce the size of the workforce or increase the “flexibility” of public sector workers.

This paper will outline some of the results of a joint International Labour Office-Public Services International (PSI) study, which show that changes in the numbers of permanent and short-term contracts are a more significant indicator of the changing socio-economic security of workers, than pay or terms and conditions.

Changes in types of contacts also give some indication about how public sector reforms are impacting on different groups, within the public sector workforce. There are signs that the increase of women in the overall workforce, demographic change and public sector reforms are all affecting the diversity of the public sector workforce in both positive and negative ways. The position of people from disadvantaged ethnic groups, in the public sector workforce, appears to be more nationally determined.
